DECLARATION OF PAN AFRICAN PRINCIPLES
A declaration of Principles for the 7th Pan African Congress was adopted by the IPC during its second extra-ordinary meeting held in Kampala from 9-14september, 1993.Originally prepared and submitted to the IPC by the UK Preparatory Committee for the 7th Pan African Congress, the declaration in its adopted form is produced below;
1. Pan Africanism began before the 18th century under mass leadership.
It is our belief that recognition of this vital principle will affect the nature, character, and composition of any future congress
The concrete manifestation of Pan Africanist struggle was seen in the slave plantations of the Caribbean, Brazil, and on the continent itself.
Only the recognition of this principle will ensure the leadership of this movement will not rest with the African petit bourgeoisie.
2. Anti Imperialism/Anti-Neo-colonialism.
Pan-Africanism is meaningless if it does not adopt a clear and unequivocal stance against imperialism and its lackeys (our neo colonial governments).
3. Repudiation of the 1964 Cairo Resolution and the Principle of non-interference.
The OAU acceptance of the colonial borders of 1884/5 (Berlin) and the principle of non-interference in the affairs of African countries has been detrimental to our struggle .We call for the repudiation of these noxious principles.
4. African Self Determination.
We call for the total self determination of the African people; political, economical, linguistic, social, cultural, psychological, e.t.c. We are our own liberators
5. African Unity
We call for the total and liberation of our people on the continent and abroad and uphold the indivisivibility of the African continent.
6. Democratization Pluralism and Empowerment of the Masses.
The current fad for “democracy” sweeping the continent has, by and large, excluded the majority of our people .The lack of participation by women, peasants, and workers has, thus far, produced an anti democratic and ineffectual leadership. Thus we affirm that democracy meaningless if it does not empower the masses.
7. Decoloninising our Tongues
Colonialism impacted itself onto Africa with sword, fire, and tongue. Unity based on foreign language denies the overwhelming majority of African peoples access to political and economic life, science, technology, and information. Morever, it silences creative potential.
8. Emancipation of African Women
The Pan-Africanist movement has far failed to remedy the non-participation of women in the movement. The way we speak and organize, for example the lack of crèche facilities at our meetings, the tokenistic way in which some sisters are co-opted into “leadership” positions and, worst of all, the erroneous view that gender issues are somehow secondary issues in the struggle all these contribute to further alienating African women.
9. Intergration of the Pan-African World including Full Rights of Citizenship
As Africans, we are one people, wherever we are in the world .As such, Africans in the Diaspora must be entitled to enjoy certain basic rights, namely; the right of return, full rights of citizenship, full participation economically, politically, socially, e.t.c on the continent.
10. Reparations, both External and Internal.
We endorse the Abuja Proclamation on reparations, and salute the initiative. However, we are completely dismayed that the Abuja Proclamation is silent on the Arab Slaves trade and its effect on our people. Even harder to understand is the complete silence about the illegal settler minority regime in South Africa.
Furthermore, we urge the Pan-Africanist movement to consider the return of monies and properties stolen by various neo colonial leaders and administrators.
11. Democratization of Pan-African Congresses.
The setting up of a permanent Secretariat is of vital necessity. We totally oppose the elitist and undemocratic selection of delegates as opposed in Naiwu Osahon’s letter of 4th May 1993.If there is to be any unity between the Kampala and the interests of African peoples.
