Call for Proposals are invited by Open Society Foundations – to conduct a study “Study on use of pre-accession funds for Roma inclusion in new EU Member states—lessons for accession countries” under “Making The Most of European Union Funds for Roma”.
MtM aims to develop recommendations for the use of pre-accession funds (IPA) for Roma inclusion. MtM plans to analyze the lessons of pre-accession countries as well as new member states. The objective of this study is to critically analyze lessons of new member states: how they used and how they could have been used pre-accession funds for Roma inclusion. The objective is not to give an assessment on new member states but to develop recommendations for pre-accession countries especially those with large Roma population.
The Making the Most of EU Funds for Roma program is an instrument to connect the Decade of Roma Inclusion objectives to EU financial resources and thus support European, national, and local governments in realizing the targets of the Roma Decade. Through project development assistance, financial and human capacity-building, and advocacy, the program seeks to create a critical mass of concerned governmental actors at all levels to keep Roma inclusion high on the policy agenda. MtM is concerned with problems such as the weak visibility of Roma issues in the implementation of EU cohesion policies at the national and local levels; resource and expertise disadvantages; and overly bureaucratic funding procedures, which block access of the most deprived to rights and opportunities.
