EU Call for Proposals: Information and Communication 2015

The European Union is currently accepting proposals from eligible organisations for its Information and Communication 2015 grant programme  in order to increase the Knowledge about values and the functioning of the EU among the population at large in Serbia.

The aim of the Programme is satisfy the demand in Serbia for more and better quality information about EU accession by enabling the creative potential and local knowledge of CSOs, TV, radios, universities and established library network in order to:

  • Inform various target groups about the EU, its values, its policies and programmes and their impact on Serbian citizens everyday life.
  • Increase frequency and quality of media coverage and public debate on EU related issues in Serbia.
  • Ensure visibility of EU external assistance programmes in Serbia.
  • Increase the understanding of the integration process and the long term benefits it brings to Serbian Citizens and to stimulate public debate.

Objectives

  • To increase awareness and understanding about the accession process, EU assistance and reforms needed by empowering Serbian multipliers in communicating about the EU
  • To produce and broadcast quality radio and TV/Av content and news programme(s) about the EU, Serbia’s EU integration and EU assistance
  • To organise public information campaigns, events and presentations on the EU with strong media coverage.

Size of Grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

Lot (1): For Production and broadcasting TV and Radio content about Serbia’s EU accession process, reforms needed, EU assistance and benefits of accession.

  • minimum amount: EUR 400,000.00
  • maximum amount: EUR 450,000.00

Lot (2): For organisation and implementation of events, presentations and public communication campaigns about Serbia’s EU accession process, reforms needed, EU assistance and benefits of accession with strong media coverage.

  • minimum amount: EUR 240,000.00
  • maximum amount: EUR 270,000.00

Eligibility Criteria

  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person
    • be civil society organizations (CSOs), TV , radio
    • have proven experience in EU communication and EU integration process projects/activities
    • be established in a member state of the European Union or in a country of IPA regulation
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
    • be based in Serbia on in a member state of the European Union or in an IPA-beneficiary country but with an established office in Serbia
  • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations.
  • The lead applicant must act with co-applicants as specified hereafter.

    • Concept notes
    • Full applications
  • In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application

  • While some categories are open to English and French Speaking – Writing journalists (as these are two of the chosen languages of the UN), journalists should have working knowledge of English because of the TAAFA Academy.

The Central European Initiative (CEI) and the South East Europe Media Organisation (SEEMO) are currently inviting proposals for its CEI SEEMO Award for Outstanding Merits in Investigative Journalism with an aim to investigative reporting despite the difficult conditions under which they often have to operate.

Award Categories

The Call is divided into two categories:

  • Professional journalists (4.000 EUR)
  • Young professional journalists(1.000 EUR)

Eligibility Criteria

  • The Call is open to nationals of the 18 CEI Member States: Albania, Austria, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Hungary, Italy, Macedonia, Moldova, Montenegro, Poland, Romania, Serbia, Slovakia, Slovenia and Ukraine.
  • Print, Radio, TV, news agencies and Internet media are admitted.
  • For Category 1: candidates should have been actively engaged in investigative reporting over the last two years and should still be active in journalism. Two samples of journalistic work will be relevant for the evaluation by the jury.
  • For Category 2: candidates should have been actively involved in investigative reporting, even in the context of training activities organised by schools/universities/NGOs and, as a result, should have published at least one investigative story meeting all professional standards. One sample of journalistic work will be relevant for the evaluation by the jury.

Apply to Participate in DFID’s Developing Effective Private Education Programme in Nigeria

Developing Effective Private Education Nigeria (DEEPEN), funded by the United Kingdom’s Department for International Development (DFID) and managed by Cambridge Education, a member of the Mott MacDonald Group, is currently inviting applications for its five-year programme, seeking to improve the quality of education in private schools, especially those serving children from low-income households. It is a programme driven by the demand of parents and children for a better education.

DEEPEN aims to improve the learning outcomes of children attending private schools, in particular those from low-income families. DEEPEN will achieve this by facilitating a more enabling environment for private schools and a more effective market for them to offer an increased quality of education.

The project comprises the design and implementation of an initiative to use Making Markets Work for the Poor (M4P) to improve the quality of private education in Nigeria, with an initial focus on Lagos. Adopting a market systems approach to facilitate change in the education sector is highly innovative and the Lagos State Government has welcomed an intervention in this area.

Priority Areas

DEEPEN will focus its interventions in four key areas:

  1. the rules and standards affecting private schools;
  2. the information environment around private education;
  3. access to finance for private schools and their users; and
  4. the quality and availability of school improvement services.

Guiding Principles

  • Gender – DEEPEN will facilitate and monitor gender equity in learning outcomes.
  • Poverty – issues of poverty similarly cut across the programme and will influence all aspects of intervention.
  • Sustainability – long-term sustainability underpins the M4P approach to development.
  • Do no harm – the private school sector in Lagos has been born out of the inability of the public sector to cater to all children and continues to grow rapidly, enrolling more children each year.
  • Value for money – cost-effectiveness, efficiency and accountability will be built into each stage of the implementation.

Grant Information

DFID will invest up to £2.2 million over the next 2 years to ensure that girls and boys have access to improved education quality and that investments are monitored effectively.

Eligibility Criteria

  • DEEPEN will work with individuals and organisations which have a stake in the private education sector. These include the government, school proprietors/administrators, teachers, researchers, training providers, examination bodies, mass media, civil societies and development agencies.
  • The programme will also engage with financial services providers and other businesses that have an interest in educational reforms.

Thomson Reuters Foundation is seeking applicants from developing countries for its new programme entitled “Tomorrow’s News” open for media outlets that are committed to high quality journalism and that want to produce strong digital content that increases their reach and impact but which are uncertain what kind of content will work best, and how to produce it on a tight budget.

The programme will draw on the latest knowledge on media trends from the Reuters Institute for the Study of Journalism together with media skills from Thomson Reuters and media innovations from across the world, to offer guidance on:

  • Finding out what audiences want and building a strategy around this
  • Producing appropriate digital content using a range of technologies, including smart phones
  • Packaging and distributing content as effectively as possible

Benefits

The programme will offer:

  • Intensive workshops on strategising and producing cross platform content (taking place in different locations in June/July 2016)
  • In-house trainings or consultancies tailor made for newsrooms, plus ongoing guidance and support where needed

Eligibility Criteria

  • Individuals may apply for Tomorrow’s News on behalf of their news organisation.
  • Applicant might be an editor, senior journalist, head of training, or a different role – but whatever the case, he/she must have influence in his/her news organisation and the ability to share knowledge and change practice among colleagues.
  • If applicants are not in charge of the newsroom themselves, they need to supply a letter signed by the person who makes decisions about overall newsroom policy – such as the editor, managing editor, or equivalent – consenting to your participation.
  • Criteria for news organisations:
    • Must be producing independent journalism
    • Must be based in a developing country or country in political transition
    • Can be working in any medium – print, radio, TV, online, or a combination of these. (News outlets which primarily exist online are welcome to apply; they will be able to explore how they use that space, and even consider whether non-digital media could be of use)
    • Can be large, small or anywhere in between
    • A news outlet’s coverage may focus on one specific area (such as business or politics) or may have a general news focus

Kurt Schork Memorial Fund: Seeking Journalists for International Journalism Awards 2016

The Kurt Schork Memorial Fund (KSMF) is currently inviting applicants for its 2016 awards in international journalism, that seeks to illuminate the human condition through courageous reporting of conflict, corruption, human rights transgressions and other fundamental issues of the day.

KSMF invites freelance journalists everywhere to enter the 15th annual edition of the awards, established in 2002 to honour American freelance journalist Kurt Schork, who was killed in 2000 while on assignment for Reuters in Sierra Leone.

Award Categories

  • A Local Reporter award that recognises the often over-looked work of journalists in developing nations or countries in transition who write about events in their homeland.
  • A Freelance journalists who travel to the world’s conflict zones, usually at great personal risk, to witness and report the impact and consequences of events.

Submission Criteria

  • Submitted articles must have been published between June 1, 2015 and May 31, 2016.
  • Accepted media: any print-based medium, such as newspapers and magazines, or established online publications. Blogs, personal websites and social media pages or channels are not accepted.
  • Articles can encompass war reporting, human rights issues, cross-border troubles, corruption or other controversial matters impacting on people’s lives. Judges will be looking for professionalism, high journalistic standards, and evidence of dedication and courage in obtaining the story.

International Women’s Media Foundation: African Great Lakes Reporting Initiative

The International Women’s Media Foundation (IWMF) is currently inviting applications from women journalists from across the globe for its African Great Lakes Reporting Initiative.

This program is funded $ 5 million by the Howard G. Buffett Foundation and is designed to support journalists interested in pursuing stories that go beyond the well-established path of political instability, armed conflicts, and humanitarian crisis in the region.

Over the next four years, the IWMF will continue to lead groups of women journalists to the Central African Republic, the Democratic Republic of the Congo (DRC), Rwanda, South Sudan, Tanzania and Uganda, and provide training and support for in-country journalists. These efforts include essential security training to help journalists stay safe in the field.

As part of its African Great Lakes Reporting Initiative, the IWMF will lead eight trips to the region over the course of 2016.

Eligibility Criteria

  • Women journalists of all nationalities are welcome to apply.
  • Applicant must be a woman journalist.
  • Applicant must have at least 3 years professional experience in journalism. Journalists working in print, broadcast, or digital media, including freelancers, are eligible.
  • Non-native English speakers must have excellent written and verbal English skills in order to fully participate in and benefit from the program.
  • Applicant must be able to demonstrate support from an editor or have a proven track record of publication in prominent media outlets.

  • Applicant may not submit one application for multiple countries or trips. She must submit a complete application and story plan for each country for which she wants to apply.
  • Applications include basic details, a statement of interest including a researched story pitch, CV, work samples, and either a letter of support from an editor or a proven track record of publication.

  • Applicant organization or initiatives must have their primary mission to promote the women’s, girls’ and/or trans people’s human rights.
  • Individuals or businesses are not eligible to apply for Mama Cash Grants.
  • Applicants must work from a feminist and/or women’s rights perspective; self-led by women, girls and/or trans people they serve.

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is inviting all eligible organizations to submit a proposal for providing an advisory services to the Afghan Government’s Office of Public and Strategic Affairs to include a review of the government’s message dissemination and formulation structures, collection and analysis of citizens’ feedback, and production of content suitable for use by the media.

The project will strengthen the Afghan Government’s national strategic communications and will reinforce its efforts to be publicly accountable to its citizens by openly and transparently communicating the government’s achievements to the press and public.

Proposal Priorities

Funding Information

  • The award floor for the base period is set at $1,000,000. The award ceiling for the base period is set at $1,200,000.
  • PAS intends to award a grant for a period of 12 months (base period) with an option for one additional 12 month period (option year one).

Eligibility Criteria

  • This project will be funded by Economic Support Funds and authorized by the Foreign Assistance Act and is subject to the statutory limitations of such funding.
  • Eligibility is open to all types of applicants except for 1) individuals and 2) government entities.
  • Organizations may sub-contract with other entities, but only one entity can be the prime recipient of the award.
  • When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
