Aga Khan Development Network (AKDN) is currently seeking applications from the eligible applicants for the post of Director of the Evaluation, Research and Learning Unit (ERLU) in Afghanistan.
The Director of Evaluation, Research and Learning will take leadership of AKF (Afg)’s and in support of the broader AKDN Afghanistan monitoring and evaluation system to facilitate programmatic learning and accountability.
The mission of AKDN is to work to improve the welfare and prospects of people in the developing world, particularly in Asia and Africa, without regard to faith, origin or gender.
Key Jobs Responsibility
The Director of the Evaluation, Research and Learning Unit (ERLU) will perform the following functions-
- Chair the AKDN-Afghanistan Monitoring and Evaluation (M&E) Working Group to ensure inter-agency collaboration and sharing of results.
- In consultation with other Senior Managers, develop a results-based management strategy to improve AKF’s M&E System.
- Oversee the timely implementation of AKF’s M&E Strategic Plan.
- Provide guidance to AKF Program Sectors on monitoring and systems development to ensure that AKF’s strategic vision of a results-based, learning organization is effectively implemented.
- Liaison with AKDN M&E staff to better coordinate Multi-Input Area Development (MIAD) mapping, monitoring and learning.
- Build on and innovate existing tools to improve effective and robust M&E data collection.
- Lead the design and implementation of baseline studies, impact assessments, programmatic evaluations, and special research initiatives as required.
- Manage the design and implementation of large-scale surveys as required.
- Contribute to staff capacity building in participatory monitoring and evaluation.
- Review and refine programmatic outcomes and indicators in a participatory manner.
- Develop annual plans for social research and participatory learning that respond to both internal and donor (needs) priorities.
- Enhance internal learning processes and the integration of learning in strategic and conceptual Program development.
- Plan and manage the annual ERLU budget at the national and provincial levels.
- Recruit and train new personnel as necessary.
- To carry out the responsibilities of the role in a way which reflect AKF’s commitment to protecting children in accordance with the Child Safeguarding Policy.
- Participate in strategic management meetings.
- Liaise closely with the Program Coordination Unit and the sector teams.
- Represent AKF externally for presentation of research and learning.
- Responsible for management of the national ERLU unit (including the GISU, Library, infrastructure monitoring Unit) based in Kabul as well as the regional ERLU units in Badakhshan, Bamyan, Baghlan, and Takhar. Co-management of Sector Monitoring staff.
Eligibility Criteria
Applicants must have-
- Minimum 5 year work experience in managing the M&E program component for an international organization.
- Minimum Master Degree in a relevant field.
- Proficiency in the design and implementation of participatory qualitative and quantitative surveys.
- Sound understanding of Results-Based Management and the development and measurement of program-wide outcome indicators.
- Ability to critically analyze and effectively communicate results of research.
- Demonstrated leadership skills in the management of teams and budgets.
