The United States Agency for International Development (USAID) is seeking applications for an Assistance Agreement from organizations for funding to support a program entitled “Local Capacity Initiative.” The program aims to increase the sustainability of the HIV key population and persons living with HIV (PLHIV) and strengthen local CSOs (civil society organizations).
USAID intends to provide approximately $500,000 in total USAID funding to be allocated over the two (2) year period. Technical assistance will also be provided with separate funds to support advocacy and institutional capacity building skills for the awardee.

Program Objectives
- Objective 1: Developing a Sustainability Strategy for HIV Key Population and PLHIV Civil Society Organizations.
- Objective 2: Implementing the Sustainability Strategy for HIV Key Population, other vulnerable population, and PLHIV Civil Society Organizations.
Eligibility Criteria
- Dominican-based non-governmental organizations, non-for-profit, or for-profit entities (Including NGOs, business associations, universities, and academic institutions) are eligible to apply.
- Applications from potential new partners are encouraged.

- Application comprises of two parts:
- Technical application or management plan
- Cost or business application.
- The applicant must submit both technical and cost portions of the application in separate parts via email. Telegraphic or fax applications will not be accepted.
- All applications must be in English. Time of submission must be indicated at the top of this cover letter.
