The Embassy of the United States in Hanoi, Vietnam is seeking applications from Vietnamese citizens for Vietnamese Scholar Program 2012. The successful scholars are offered placements as lecturers and researchers in different universities in US. These placements are offered by the International Exchange of Scholars (CIES) for a period of three to nine months. About seven to ten scholars from Vietnam are selected each year who then travel to the United States.
The Vietnamese Scholar Program was initiated under the Fulbright Program, the flagship international educational exchange program sponsored by the U.S. government. This program is designed to increase mutual understanding between the people of the United States and those of other countries. With this goal as a starting point, the Fulbright Program has provided more than 300,000 participants—chosen for their leadership potential—with the opportunity to observe each other’s political, economic and cultural institutions, exchange ideas and embark on joint ventures of importance to the general welfare of the world’s inhabitants.
The Fulbright Program was established in 1946 under legislation introduced by former Senator J. William Fulbright of Arkansas. The Fulbright Program is administered by the Bureau of Educational and Cultural Affairs of the United States Department of State.
Since the establishment of the Program, 46,800 Fulbright Visiting Scholars have conducted research or taught in U.S. universities, and more than 45,200 Fulbright U.S. Scholars have engaged in similar activities abroad. The Fulbright Program awards approximately 800 grants to Visiting Scholars each year. Currently, the Program operates in approximately 155 countries worldwide.
Vietnamese Scholar Program Grant
Participants in the Vietnamese Scholar Program are provided with a stipend and living expenses for the full term of the grant. Typical grants range from three months to nine months. Participants are also provided with transportation to and from the United States and participants are eligible to apply for further travel grants to cover additional research not covered by the main grant. CIES helps place scholars at appropriate host institutions in the United States.
Eligibility Conditions
All participants in the Vietnamese Scholar Program must hold an M.A. or a Ph.D. degree. Participants must be Vietnamese citizens and must have adequate English skills to conduct their research and/or lectures in the United States. Special consideration is given to scholars in the academic disciplines of American Studies, Environmental Studies & Policy, Economics (including international economics and agricultural economics), Law, Public Administration, Higher Education Administration, Women’s Studies, Urban Planning & Development, Foreign Policy, and Public Health. The Vietnamese Scholar Program is open to all candidates who qualify through open competition on the basis of academic and professional merit, without regard to race, religion, gender or affiliation.
Selection Criteria
The Fulbright Program sends a grant announcement to universities, colleges, think-tanks and people’s committees throughout Vietnam every year. A peer review panel is then convened to select candidates who are distinguished by their academic prominence, possess potential for becoming key figures in their fields, and whose research topic or methodology is creative. After the panel makes its recommendation of candidates, the Fulbright Program interviews these candidates to assess their English abilities. The Program then sends its recommendations to CIES for further evaluation. Once the candidates’ records are assessed, CIES forwards its selection of candidates to the J. William Fulbright Foreign Scholarship Board, which makes a final selection of participants.
Last date for submitting the application is October 15, 2011.
