European Union Delegation in Vietnam invites proposals to Support participation of national civil society organisations and private sector federations/entities in Forest Law Enforcement Governance and Trade(FLEGT) Voluntary Partnership Agreement (VPA) related activities in Vietnam.
Vietnam is one of the pioneer EU’s FLEGT partners, as a timber product exporting country. The VPA negotiation is complementary to the on-going domestic measures in Vietnam to prevent illegal logging. Experiences from other FLEGT partner countries show that the FLEGT processes gain from strong and pro-active national civil society organisations’ participation. The need to organize NGOs in a more structured way and deliver some capacity building for networking and FLEGT consultation was recognized by MARD.
The EU, through FLEGT Facility and the Asia FLEGT Support Programme (both managed by the European Forest Institute, EFI) has initiated a series of FLEGT support actions in the region, and particularly to promote the participation of national civil society organisations and private sector in the FLEGT process.
The expected results of the program include-
- Coordinated and focussed civil society contributions for the development of the EU-Vietnam FLEGT/VPA and its implementation.
- Concerns of non-state-actors, including those of communities/households and small-scale wood industries and ethnic minorities are integrated in FLEGT VPA process.
- Civil society organisations participate within monitoring processes during VPA implementation.
- Regular dissemination of information in support of the VPA amongst stakeholders, in particular those hard to reach, and the larger public in VietNam.
The overall indicative amount made available under this Call for Proposals is EUR 800,000. The Contracting Authority reserves the right not to award all available funds.
Eligibility & Criteria-
- be legal persons or an entity without legal personality
- be non profit making
- be specific types of organisations such as: non-governmental organisations, public sector operators, private sector organisation and federations, consumer organisaions, community based organisations (CBOs), independent political foundation (not political parties), parliamentary bodies, universities, academic institutions
- be established in a Member State of the European Union or Vietnam
- be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary
- be able to demonstrate to have regularly carried out activities in the field of forest governance and/or timber trade in the last year
- Non-state actors (NSAs) from a Member State of the European Union must have carried out such development activities at least during the last three years at the time of the submission of an application, for NSAs from Viet Nam this requirement is limited to the last two years
- For NSAs already operating in Vietnam: be able to demonstrate that all relevant permits to work in the country have been obtained for at least one project.
