World Bank requires applications from the deserving candidates for the post of Transport Specialist. Candidates should have fluent English reading and writing skills. The job location is Beijing, China.
Duties and Responsibilities :
The Transport Specialist will provide support for transport projects and analytical studies in China. Specifically, the appointed specialist would be expected to:
1. Work closely with Bank teams to support clients in China to help them develop appropriate sector policies, regulatory structures, investment plans and operating practices, which link with the country’s broader economic, social and poverty alleviation objectives;
2. Participate in cross-sectoral teams responsible for the preparation and implementation of country programs and Country Assistance Strategies;
3. Support cross-sectoral teams responsible for the preparation and development of transport related investment projects and policy studies;
4. Participate in cross-sectoral teams established to prepare specific advisory and analytical tasks and studies;
5. Build and reinforce the Bank-wide professional community of staff engaged in the transport sector by networking, including providing leadership of the urban transport thematic group, and mentoring less experienced colleagues;
6. Provide expert advice to both internal and external clients and supporting the operations of regional task teams;
7. Keep abreast of recent developments in transport policy, planning, operations, management, and financing;
8. Promote exchange and dissemination of best practices, including the production of short policy and good practice notes, and posting to the Bank’s EASCS TR web-site;
9. Work closely with groups in related fields, such as governance, public sector reform, social development, social and environmental safeguards, decentralization, public finance, private sector development to maximize the sharing of ideas across Bank units and with outside agencies; and
10. Provide support to teams assessing regional/country risks as they affect transport.
Qualifications and Experience :
• At least 5 years of professional experience in the transport sector, with sound working experience in at least one sub-sector of the transport discipline (urban transport planning, traffic management, public transport development).
• Advanced (at least Master’s) degree in relevant discipline such as transport economics, planning, engineering, management, or finance.
• Demonstrated evidence of technical and policy leadership.
• Ability to integrate technical, institutional and financial elements in formulating or assessing a realistic reform strategy and sequence for urban transport agencies;
• Fluent English reading and writing skills.
