This proposal aims to strengthen digital literacy and cyber safety among women and youth through inclusive, rights-based, and practical learning programs. The project will equip participants with essential digital skills, awareness of online risks, and tools to protect themselves and others in digital spaces. By fostering confidence, safety, and responsible digital citizenship, the project will enable women and youth to fully benefit from digital technologies for education, livelihoods, and civic participation.

Background and Problem Statement
Rapid digitalization has expanded access to information and services, but it has also exposed users to new forms of harm. Women and youth are disproportionately affected by cyber risks, including online harassment, cyberbullying, identity theft, financial fraud, misinformation, and exploitation. Gender-based online violence and privacy violations often discourage women from using digital platforms, while youth may lack the critical skills to navigate digital spaces safely.
Digital divides persist in terms of access, skills, and confidence. Many existing digital literacy initiatives focus on basic device usage but fail to address cyber safety, digital rights, critical thinking, and responsible online behavior. Without targeted interventions, digital exclusion and online harms will continue to undermine social inclusion and development outcomes.
