Executive Summary
Freedom of expression and digital rights are fundamental human rights and essential pillars of democratic, inclusive, and resilient societies. In today’s digital age, online platforms have become critical spaces for communication, civic participation, education, journalism, and social movements. However, increasing censorship, surveillance, digital harassment, misinformation, internet shutdowns, and unequal access to digital technologies threaten these rights, particularly for women, youth, journalists, human rights defenders, and marginalized communities.
This project aims to strengthen freedom of expression and protect digital rights through a comprehensive approach combining awareness-raising, digital literacy, online safety training, legal empowerment, research, and policy advocacy. Over a 36-month period, the project will directly engage 3,000 individuals and indirectly benefit over 20,000 people by creating safer digital spaces, improving rights awareness, and supporting inclusive digital governance.
By empowering individuals and civil society organizations with the knowledge and tools to safely exercise their digital rights, this project contributes to democratic participation, social inclusion, and accountable digital ecosystems aligned with international human rights standards.
Background and Context
Digital technologies have transformed how people communicate, organize, and participate in public life. Social media platforms, messaging applications, and online news outlets provide unprecedented opportunities for expression and access to information. For many communities—especially youth and women—digital spaces offer new avenues for voice, visibility, and leadership.
At the same time, digital environments are increasingly contested. Governments, corporations, and non-state actors influence online spaces through regulation, surveillance technologies, content moderation practices, and data collection. In many contexts, vague or restrictive laws are used to limit online expression, criminalize dissent, or silence journalists and activists. Internet shutdowns and platform blocking have become common tools during political unrest, elections, or social movements.
Women and marginalized groups face additional challenges, including online harassment, gender-based digital violence, doxxing, and hate speech, which disproportionately silence their voices. Limited digital literacy and awareness of rights further reduce the ability of individuals to protect themselves and seek redress.
Against this backdrop, there is an urgent need for rights-based, inclusive, and community-centered initiatives that promote freedom of expression while ensuring safety, privacy, and accountability in digital spaces.
