Executive Summary
Communities around the world are facing increasing social, economic, and environmental challenges driven by climate change, rapid urbanization, resource scarcity, and widening inequalities. At the same time, advances in digital technology, data systems, and innovative tools offer powerful opportunities to strengthen community resilience, improve service delivery, and promote sustainable development. However, many communities—particularly in low-income and marginalized settings—lack access to appropriate technologies, digital skills, and inclusive innovation ecosystems.
The project “Technology-Enabled Solutions for Sustainable and Resilient Communities” seeks to harness the potential of technology to empower communities, strengthen local resilience, and advance sustainability goals. Over a 24-month period, the project will support the design, deployment, and scaling of community-centered technological solutions in areas such as climate adaptation, livelihoods, public services, and community governance. By combining digital tools with local knowledge and inclusive participation, the project aims to ensure that technology serves as an enabler of equitable, resilient, and sustainable community development.
Problem Statement
Communities worldwide are increasingly exposed to shocks and stresses, including extreme weather events, economic volatility, health crises, and social disruptions. Vulnerable populations often experience these impacts most severely due to limited infrastructure, weak service delivery systems, and exclusion from decision-making processes. Traditional development approaches alone are often insufficient to respond to the complexity and scale of these challenges.
Digital and technological innovations—such as data platforms, mobile applications, early warning systems, and smart infrastructure—have demonstrated significant potential to enhance resilience and sustainability. However, access to these technologies remains highly unequal. Many communities face barriers related to cost, connectivity, digital literacy, and lack of locally relevant solutions. Furthermore, technology-driven interventions are sometimes implemented without adequate community engagement, resulting in low adoption, limited impact, or unintended exclusion.
There is a critical need for inclusive, community-driven approaches that integrate technology with social innovation and local capacity building. By enabling communities to co-create and use appropriate technologies, development interventions can become more adaptive, responsive, and sustainable over the long term.
