In an increasingly digital world, legal and digital identity has become a gateway to accessing essential services, economic opportunities, and legal protection. Yet millions of migrants worldwide lack recognized identification documents, leaving them excluded from banking systems, healthcare services, education, formal employment, and social protection programs. Without secure and portable identity solutions, migrants often face heightened risks of exploitation, discrimination, statelessness, and social marginalization.
The International Organization for Migration estimates that global migration continues to rise due to conflict, economic instability, climate change, and demographic shifts. At the same time, the World Bank highlights that lack of legal identification remains one of the primary barriers to financial inclusion and economic participation worldwide.
Background and Rationale
Migrant populations often face barriers in accessing essential services due to lack of recognized identification. Without legal or digital identity, migrants struggle to open bank accounts, access healthcare, enroll in education, secure employment, or receive social protection benefits.
According to the World Bank, over one billion people globally lack official proof of identity, limiting their economic and social participation. The International Organization for Migration emphasizes that secure and portable digital identity systems can improve service delivery, enhance protection, and promote migrant inclusion while safeguarding privacy.
This project proposes to develop and pilot secure, rights-based digital identity solutions tailored to migrant populations, ensuring access to services while protecting data privacy and human rights.
