The United States Agency for International Development (USAID) through its Broad Agency Announcement (BAA) is inviting applicants for USAID Global Health Challenges to seek opportunities to co-create, co-design, coinvest, and collaborate in the research, development, piloting, testing, and scaling of innovative, practical and cost-effective interventions to address the most pressing problems in global health.

It is to generate novel tools and approaches that accelerate and sustain improved health outcomes in developing countries.

 Criteria for Consideration

  • Initial submissions are not evaluated against other submissions, but solely whether USAID believes that the submitter will be a valuable contributor to the co-creation process.
  • Concept Papers are not evaluated against other submissions, but solely based on USAID’s determination that the Concept Paper will successfully address the Problem and Challenges set forth herein.
  • Decisions regarding USAID’s pursuit of a particular project, technology or relationship are based on the available evidence, data and resulting analysis.
  • The reputations of an organization, its past performance, the managerial and technical ability of the person or team of people engaged in the endeavor are always significant considerations in assessing the potential and the risks associated with each award.
  • Additional criteria that may be considered under this BAA to indicate that the submission successfully addresses the Problem and Challenges will be specified in each Addendum.

Eligibility Criteria

  • Public, private, for-profit and nonprofit organizations, as well as institutions of higher education, public international organizations, non-governmental organizations, U.S. and non-U.S. governmental organizations, multilateral and international donor organizations are eligible under this BAA.
  • All organizations must be determined to be responsive to the BAA and sufficiently responsible to perform or participate in the final award type.

USAID/DR Climate Risk Reduction Activity: Promoting Implementations of Interventions

The United States Agency for International Development in Dominican Republic(USAID/DR) is seeking applications from local Non-U.S. organisations to fund an activity entitled “Climate Risk Reduction” that seeks to promote the implementation of locally appropriate, cost-effective and affordable on-the-ground interventions to mitigate Global Climate Change adaptation related problems related to flooding, sewage treatment, and water supply, as well as to share lessons which encourage other organizations and communities to replicate the most promising practices.

The purpose of this USAID/DR activity is to work with select municipalities and provide technical assistance to implement priority on-the-ground climate change adaptation interventions. This activity should support the objectives of the overall CLIMA project and fully integrate with ongoing plans and activities.

Focus Areas

  • Improved quality and reliability of water supply to vulnerable urban communities;
  • Improved collection and treatment of sewage and
  • Reduction in the negative impact to people, property and livelihoods of urban and coastal climate-related flooding and projected sea level rise.

Funding Information: Subject to funding availability, USAID intends to provide $1,800,000.00 in total USAID funding over a three (3) year period.

  • Only local organizations are eligible for award.
  • USAID welcomes applications from organizations which have not previously received financial assistance from USAID.

The U. S. Agency for International Development (USAID) Office of Food for Peace (FFP) is seeking applications from U.S. and non-U.S. nonprofit organizations for funding for program entitled “Development Food Assistance Projects” for Democratic Republic of Congo, Ethiopia and Liberia.

Through FFP, USAID supports multi-year development food assistance projects to reduce hunger and extreme poverty in vulnerable populations by addressing the underlying causes of chronic food insecurity.  It also provides emergency food assistance to address needs arising from natural disasters and complex emergencies often characterized by insecurity and population displacement.

Objectives

  • To improve food access and incomes through agriculture and other livelihoods initiatives;
  • Enhance natural resource and environment management;
  • Combat under nutrition, especially for children under two and pregnant and lactating women;
  • Mitigate disaster impact through early warning and community preparedness activities.

Eligibility Criteria

  • To be considered for an award, the applicant must be a private voluntary organization (PVO) or cooperative that is, to the extent practicable, registered with the USAID Administrator, or an intergovernmental organization, such as the World Food Program.
  • This includes U.S. and non U.S. nongovernmental organizations (NGO) as defined in Section 402 of the Food for Peace Act and as described on the USAID website under PVO Registration.
  • In the case of a consortium, the applicant must be the consortium lead and must identify any other members of the consortium or individuals tied to the implementation of the project as described in the application, along with all sub-awardees.
  • The respective roles of any other members of the consortium or individuals, including all sub-awardees, must be described and separate budgets must be attached for each.
  • USAID encourages applications from potential new partners and local organizations

The United States Agency for International Development (USAID) is seeking applications for Assistance Agreement from qualified and eligible U.S. and non-U.S. organisations for funding to support a program entitled “TRANSFORM/Water, Sanitation and Hygiene (WASH) with an aim to increase the use of improved WASH products and services in Ethiopia and the TRANSFORM’s overall goal of ending preventable child and maternal death.

The objective of TRANSFORM/WASH is to capacitate an organization or consortium to support the Government of Ethiopia (GOE) to increase the use of improved WASH products and services in Ethiopia. All activities should aim to achieve sustained (product-facilitated) behavior change by combining hygiene promotion, small-scale private sector hardware interventions, and enabling environment activities that reduce barriers to attaining scale.

Objectives

  • Increased WASH governance and management capacity at the sub national level
  • Increased demand for low-cost quality WASH products and services, with a focus on sanitation
  • Increased supply for low-cost quality WASH products and services, with a focus on sanitation

USAID/South Sudan: Livelihoods, Vulnerability and Resilience Program

United States Agency for International Development Mission in South Sudan (USAID/South Sudan)  is seeking concept papers from qualified applicants for USAID’s Livelihoods, Vulnerability, and Resilience Program (LVRP) Annual Program Statement (APS) with an aim to disseminate the necessary information to enable prospective applicants to apply for funding to support USAID’s goal of improving livelihoods in conflict affected areas of South Sudan with stressed and crisis levels of food insecurity.

The goal of LVRP is to increase the resilience of chronically vulnerable households and communities, leading in the long term to a reduction in need for humanitarian assistance, as well as reduced poverty, household hunger, and acute malnutrition.

Under this program, USAID/South Sudan prioritizes the most conflict-affected states of South Sudan that are stable enough to begin early livelihood recovery interventions.

Objectives

  • To restore and diversify household level livelihoods
  • To strengthen the resilience of community and inter-communal systems
  • To improve water, sanitation, and hygiene (WASH) and nutrition conditions in order to strengthen household level livelihoods and community resilience.

  • USAID/South Sudan intends to award estimated 1 – 3 cooperative agreements lasting 5 years each of at least $20M per award.
  • USAID will not consider any individual Concept Paper below a minimum of $20M or above a maximum of $70M.

The United States Government (USG), as represented by the U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict and Humanitarian assistance (DCHA), Office of Conflict management and Mitigation (CMM) invites applications from qualified entities for funding a program entitled “2016 Conflict Mitigation and Reconciliation Programs and Activities (Global Reconciliation Fund)”. The program carry out the activities that mitigate conflict and promote reconciliation by bringing together individuals of different ethnic, religious, or political backgrounds from areas of civil conflict and war.

The program aims to make significant strides in the overall goal of conflict mitigation, peace and reconciliation through the implementation of People-to-People (P2P) activities in selected eligible conflict-affected countries.

Funding Information

  • Subject to funding availability, USAID intends to provide approximately US $16,000,000 in total USAID funding.
  • The ceiling for the single award under this program is US $1,500,000.

The purpose of the activity is to implement social marketing and communications within the health sector and to build the sustainability of Government of Kenya’s Ministry of Health to lead, coordinate and implement social marketing and health communication initiatives.

Objectives

  • Manage a cost-effective marketing, sales, and distribution network that improves availability and access by key priority populations to products related to HIV/AIDS, RH/FP, CS and malaria, develop and manage communications initiatives to increase the knowledge of Kenyans about HIV/AIDS, RH/FP, CS and Malaria, including accurate information to increase demand for and use of beneficial products and services and information to encourage and sustain healthy behaviors, in line with GOK strategies and priorities.
  • Improve the preventive behaviors of Kenyans related to HIV/AIDS, in particular increasing the use of condoms in high risk sexual encounters and the percent of men and women going for HTC and receiving their test results.
  • Improve the behaviors of Kenyans related to family planning, maternal and child survival, malaria and family health, in particular, decreasing unmet need for family planning (uptake of voluntary long term family planning methods), better birth spacing, better prevention and treatment of childhood illnesses (e.g. use of “safe water” in the home, use of ITNs, better breastfeeding practices, full immunization, and prompt recognition and treatment of malaria and other childhood illnesses, including ORS at home, and use of cleaner indoor stoves),
  • Improve service utilization rates for ART, HTC, PMCT, RH/FP, and CS services, including the percent of pregnant women accessing PMTCT services including HTC, the number of Kenyans using HTC services and receiving their test results, the number of clients receiving FP/RH services, number of antenatal care visits and delivery by a trained provider, and childhood prevention and treatment of illnesses in both public and private sector settings.
  • Strengthen the capacity of the GOK/MOH at both national and county levels to coordinate, support and implement social marketing and communication activities.

Expected Outcomes

  • Increased use of quality health services and products
  • Strengthened capacity of Government to lead, manage, and govern health communications and marketing
  • Improved use of information for decision-making

Grant Information: Subject to funding availability, USAID intends to provide $42.5 million in total USAID funding over a five year period with an estimated start date of July 2016

  • HCM will be awarded to a local Kenyan organization.
  • USAID encourages applications from a broad range of interested parties, domestic non-profit organizations, domestic for-profit companies that forego profit, faith-based organizations, foundations, academic institutions, civic groups and regional organizations.
  • USAID welcomes applications from potential new partners and organizations which have not previously done business with USAID.
