The major objective of the 2012 call for proposals for Ukraine is to strengthen capacities of non-state actors and local authorities in Ukraine to ensure the delivery of administrative services in a fair, efficient and transparent manner and to promote the involvement of civil society in policy dialogue and reform process in Ukraine.
The thematic programme “Non-State Actors and Local Authorities in Development” (NSA&LA Programme) was incorporated in the year 2007. This programme is an “actor-oriented” programme aimed at strengthening the capacity of civil society organization and local authorities as a pre-condition for a more equitable, open and democratic society through support to these actors’ “own initiatives”. This programme was first introduced to Ukraine in 2011.
The specific objectives of this Lot 1 are:
• To increase the organizational, technical, advocacy and analytical capacity of civil society organisations to promote the effectiveness of policy dialogue in Ukraine between CSO and the Ukrainian executive bodies
• To support the development of young CSO active in the area of delivery of administrative services to the population in various sectors
• To contribute to the work programme of the Eastern Partnership Platform 1 “Democracy, Good Governance and Stability”, especially public administration reform
• To support the transfer of skills and experiences between CSOs in different countries in modernizing the delivery of administrative services.
For Lot 2 Non-State Actors in Development and Lot 3 Local Authorities in Development
The specific objectives of Lots 2 and 3 are:
• To support CSO and local authorities in finding innovative solutions to deliver administrative services to the population and/or disseminating best practices in the country;
• To support CSO in assisting the population to obtain administrative services from local authorities and/or state organs at local level (oblast’ and district level); to provide direct legal and practical advice to the population to obtain administrative services;
• To assist the Ukrainian public administration and CSO to follow the Open Government Partnership agenda, to monitor the implementation of public administrative reform and anti-corruption policy in Ukraine.
The European Commission has adopted multiannual strategy papers which are the basis for the implementation of the NSA&LA Programme.
