European Union (EU) along with Government of Republic of Turkey Ministry of Labor and Social Security jointly invite grant applications on ‘Improving Social Integration and Employability of Disadvantaged Persons’ under Human Resources Development Operational Program (HRD OP) IPA Component 4. The major objective of the call is to increase social integration and/or employability of disadvantaged persons, facilitate their access to labor market, and eliminate barriers for their entrance into labor market.
Disadvantaged persons are – the people with disabilities, people who are in poverty or at risk of poverty, internally displaced people, ex-prisoners, ex-convicts, Roma citizens, children at risk of poverty, women suffering from domestic violence, drug addicts, working children and their parents. The common problems these people face are – limited access to labor market, education, health services and social protection. Poverty and unemployment are the major challenges for them to participate in economic and social life.
Target Groups –
- People with disabilities
- People who are in poverty or at risk of poverty, including those living in gecekondu areas
- Ex- prisoners, ex- convicts, convicts and prisoners
- Internally displaced persons (IDPs)
- Parents of working children
- Roma citizens
- Children at risk of poverty and children in need of protection
- Drug addicts
- Women suffering from domestic violence
- People living in shelters
- Single parents
- Homeless people
- Seasonal agricultural workers and their children
- Nomads/travelers
Other disadvantaged persons as appropriate (any other groups who may be subject of discriminatory treatment and face widespread prejudices in accessing the labour market, etc).
HRD OP Indicators –
- Number of disadvantaged people having participated or directed to public employment, guidance, counseling and rehabilitation services,
- Number of actions for combating discrimination and elimination of stereotypes and prejudices against disadvantaged persons
- Number of awareness raising activities for informing disadvantaged people about means to access public services
- Number of disadvantaged persons entered into labor market (having the qualification and motivation to seek a job)
- Number of disadvantaged people established their own business
Added-Value Elements of HRD OP –
- Gender equality
- Participation of civil society
- Concerns of disadvantaged persons
- Sustainable development and environmental protection
- Good governance
Fund Allocation –
- Lot 1 – Total indicative amount is EUR9,000,000 – for projects that focus on promoting inclusion of Roma citizens and strengthening of Roma NGOs. Grant application can be made in between €30,000 and €150,000 which can be 80-95% of the total eligible cost of the action.
- Lot 2 – Total indicative amount is EUR21,000,000 – for projects targeting all disadvantaged people except those mentioned under lot 1. Grant application can be made in between €50,000 and €300,000 which can be 80-95% of the total eligible cost of the action.
Eligibility Criteria –
- Applicant must be legal person in non-profit making organization established in a Member State of the European Union or in a country that is a beneficiary of the Council Regulation (EC) No 1085/2006 of 17 July 2006 establishing an Instrument for Pre-Accession Assistance (IPA), or in a country that is a beneficiary of the European Neighborhood and Partnership Instrument, or in a Member State of the European Economic Area or an International Organization.
- Specific types of organizations are – Non-governmental organization (in field of social inclusion, poverty, anti-discrimination, human rights, women’s rights, children’s rights, rights of people with disabilities, rural development, human settlements, drug addiction, public health, etc.); chambers of commerce and/or industry, chambers of tradesman and craftsmen, business support organizations , education unions , public servants’ unions/confederations, employer unions/confederations, labor unions/confederations, organized industrial zones (OSB), SME representative organizations, professional/vocational associations and/or foundations; non-profit making cooperatives; Education and/or training institutions; local authorities; and international (inter-governmental) organizations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation.
- If applicant NGO is not established in Turkey, it must act with at least one co-applicant that is established in Turkey.
- Applicant must be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Political parties and their affiliated structures are not eligible to apply. Individual commercial enterprises or groups of enterprises, and provincial/regional directorates of the central government are not eligible to act as applicants/co-applicant(s) but can participate as associates.
- Actions must take place in Turkey.
- Applications have to contribute to the fulfillment of at least two of the above mentioned HRD OP indicators.
- Applications have to address cover one and/or more of the specific added-value elements of the HRD OP.
