The European Commission has issued call for proposals for teaching and learning Development Programme for early learning and inclusive education to support the Government of South Africa and specifically the Department of Higher Education and Training to strengthen the quality of teacher education for Early Childhood Development (0-4 years), inclusive education and special needs of teachers.
Programme Objectives
The specific objectives of this Call for Proposals are:
- Lot 1-Support the development of an articulated suite of quality teacher education programmes and appropriate teacher education materials to support the delivery of these programmes, including the work-integrated learning component, through a collaborative partnership with universities, private higher education institutions and Technical and Vocational Education and Training Colleges that have indicated interest to work in this area of teacher education.
- Lot 2-Support the teacher education system in the training of teachers to implement the inclusive education policy, effective inclusive education pedagogies and in support of special needs education.
Priorities
- Ensuring good quality ECD through the training of teachers at NQF level and above to ensure children from birth to four years have the opportunity to be exposed to age appropriate quality learning to enhance their potential and prepare as good citizens and equip them to grasp the basics of numeracy and literacy.
- Promoting inclusive education for all in line with the South African Constitution and UN Convention on the Rights of People with Disabilities through equipping the system with capacity to fulfill the learning needs of children with special educational needs.
- Supporting collaborative engagement of CSOs and Universities together with the Department of Higher Education to utilize comparative advantages and experience of stakeholders to strengthen the teacher training systems.
- Demonstrate a pro poor focus and inclusion of marginalised and vulnerable communities.
Funding Information & Size of Grants
- Lot 1- Support the development of qualified ECD practitioners and appropriate teaching material to teach children from birth to 4 years: EUR 1 million
- Lot 2- Support the training of teachers in special needs education through integrated learning and inclusive education in addition to early identification of learning difficulties: EUR 1.5 million
- Lot 3- Support to the development of capacity of University teacher training programmes to ensure appropriate available expertise in the specialized educational needs of children with profound visual, hearing and intellectual disabilities: EUR 1.5 million
- Any grant requested under this Call for Proposals must fall between € 500,000 to € 1,000,000.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.
Location
Actions must take place in South Africa.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- Be a legal person and
- Be non-profit-making and
- Be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation.
- Be established in South Africa or in a Member State of the European Union or other eligible countries as per the relevant provisions of the DCI regulation. This obligation does not apply to international organisations and
- Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- Be able to demonstrate to have regularly carried out activities in the field covered by this Call for Proposal.
- The applicants may act co-applicants which must satisfy the eligibility criteria as that of the applicants.
- The applicant and co-applicant may act with affiliated entities that include:
- Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
How to Apply
- The application process consists of two phases-
- Phase 1: concept note
- Phase 2: full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
