In recent times, the Royal Government of Cambodia RGC has been taking significant steps to improve the governance in all sectors. In this context, the “Rectangular Strategy” is the main policy document of the RGC.
Good governance is at its heart. Good governance, as a pre-condition to sustainable economic development, requires a wide participation, enhanced sharing of information, accountability, transparency, equality, inclusiveness and the rule of law. In line with the EU Strategy Paper 2007-2013 for Cambodia which identified as its first focal sector support to the “National Strategic Development Plan” (NSDP) which has at its core a comprehensive good governance program support for Sub-National Democratic Development (SNDD) and Legal and Judicial Reform (LJR) have been identified as the areas for EU governance support through civil society.
Process of introducing and implementing these reforms will be long, sensitive and complex. A phased, rational, coordinated and flexible approach will be critical. Under the legal basis of the DCI regulation ((EC) No 1905/2006 of The European Parliament and of The Council of 18 December 2006 establishing a financing instrument for development cooperation), the Multi-Annual Indicative Program 2007–2010, EUR 7 700 000 (EUR 3 000 000 are to be awarded to civil society organizations under this call for proposals) are allocated to support “EU-Cambodia Co-operation and Dialogue in the field of Governance and Human Rights”, through a EU-Cambodia Co-operation Facility for Governance and Human Rights.
Objectives:
Under “National Programme for Sub-national Democratic Development 2010-2019”:
– to support civil society organisations (CSOs) for advocacy work on the implementation of land rights;
– to promote transparent, responsive and accountable governance at sub-national level;
– to promote partnerships between the public and the private sector with the support of sub-national State institutions and of CSOs.
Under “Strategy for Legal and Judicial Reform”:
– to provide the broadest possible access to, and participation in, effective alternative mechanisms for the settlement of individual disputes through mediation and/or conciliation;
– to promote fair land dispute resolution mechanisms and measures to prevent land disputes;
– to enhance the quality of legal processes;
– to increase access to information among both the public and sub-national authorities on the rights and obligations of individuals.
