The European Union, represented by the European Commission is currently accepting applications from non profit /civil society organisations for strengthning Civil Society Organisations and Local Authorities (CSO-LA) in China. The global objective of this Call for Proposals is enhancing Chinese CSO’s contributions to governance and development in China.
The overall indicative amount made available under this Call for Proposals is EUR 3.000.000
Sectors/Themes
- Actors in governance and accountability
- This could include actions aiming at enhancing the role of CSOs as monitors, advocates, partners in national and local policy dialogue and providers of expertise in order to foster transparency, public knowledge and participation
- Partners in fostering social development
- testing innovations and improving responsiveness of social policies to populations’ needs through advocacy and participation to policy dialogue in social sectors;
- improving service quality by participating at policy work, stimulating informed demand and social accountability initiatives, including using Information and Communication Technologies;
- improving capacities to participate in multi-actor partnerships, within sound organisational arrangements agreed with public authorities (including outsourcing schemes where public authorities share selected functions and tasks with CSOs and private sector
- Key stakeholders in promoting inclusive and sustainable growth
- stimulating policy innovation and improving responsiveness of economic policies to population’s needs,
- through advocacy and participation to policy dialogue in relevant sectors;
- improving capacities to participate in multi-actor partnerships with the private sector and public authorities;
- contributing to the improvement of business environment and practices and economic services’ quality
- highlighting governance and corporate social responsibility by stimulating informed demand and structuring feedback mechanisms, notably using Information and Communication Technologies.
Grant Size
Grant requested must fall between EUR 1.000.000 to EUR 1.500.000
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 48 months.
Location
Actions must take place in China.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: Civil Society Organisations (CSO)and/or Associations of CSOs, and
- be established in P.R.China (excluding Hongkong, Macao and Taiwan) or in a Member State of the European Union or in a contracting party to the Agreement on the European Economic Area, and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- Applicants established in China may act individually or with co-applicant(s).
- Applicants that are not established in China must act together with at least one co-applicant as civil society organisation established in China.
- Co-applicants must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity(ies) having a structural link with the applicants. Eligible activities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies).
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Entities legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
