EC has issued an open call for grant proposals under the country-based support scheme (CBSS) aimed at strengthening the role of civil society of common agendas for human rights and democratic reform and enhancing political representation and participation in Moldova.
Priority Issues
Priority 1
Pursuit of common agendas for human rights and democratic reforms based on: a) cooperation among civil society organisations working in mutual support, building coalitions across different sectors, communities and identity groups and a range of socio-economic actors, including independent political platforms or foundations; b) consolidation of the democratic principles and respect for human rights, including in the Transnistrian region; c) reinforcing the capacity of local civil society to accompany, monitor and ensure a proper follow-up to the democratic oversight of the justice and security sector reform processes launched by the Moldovan Government.
Priority 2
Enhancing the inclusiveness and pluralism of civil society by: a) supporting activities and capacity-building of new or fragile civil society organisations formed by groups whose interests are underrepresented, or otherwise contributing to the empowerment of such groups (e.g. the children, the elderly, the poor, the minority groups, people with disabilities etc.); b) promoting women’s and children’s rights, the rights of persons with disabilities, the elderly and other vulnerable groups; c) actions aiming at legislative change to promote non-discrimination or rights of persons belonging to minorities.
Priority 3
Promotion of freedom of expression and freedom of press: a) advocacy and support for increased freedom of the media, protection of the freedom of speech and protection of journalists from abuse of power from law enforcement bodies, including electronic media; b) trainings for journalists in skill development, in professional journalism and rights and obligations of professional and independent media; c) advocacy for eliminating legal obstacles and techniques to the freedom of expression; d) developing and strengthen electronic media capacities; e) building partnerships among the NGOs, trade unions and other specialized associations in the field, including with those from Transnistria; f) other relevant actions which would enable proper application of the legislation, development of a modern free and democratic media-landscape in Moldova and set up of good practices.
Applicants must apply just for one priority and may submit just one proposal per selected priority.

- Activities for strengthening of existing civil society platforms, networks and coalitions, including building of information sharing mechanisms
- Joint activities with public institutions and parliamentary bodies
- Activities for the institutionalization of consultation mechanisms between civil society and national or local public institutions
- Collection of data and research-based advocacy
- Monitoring and watchdog activities
- Advocacy campaigns
- Awareness raising and public communication activities
- Conflict resolution and mediation activities
- Capacity building activities for the mobilization of underrepresented groups.
