The Pearson Centre seeks a qualified individual to conduct a policy review from a gender perspective for a police organization.
The Pearson Centre has evolved into an eminent organization in the peace and security field since its establishment in 1994. The Centre’s strength lies in its four main areas of expertise including Women, Peace and Security, Security and Justice Reform, Integrated Strategic and Operational Planning along with Exercises and Simulations.
The Pearson Centre provides strategic advice and practical solutions on peace and security issues to government agencies, communities and corporations in its training and education, consulting, monitoring and evaluation services. It works to build capacity by training and mentoring partners based on 18 years of real world experience.
The Pearson Centre has been conducting capacity building programs in Africa since 2001 to support security organizations in increasing the quality and quantity of their personnel deployed to peace operations. The Pearson Centre has collaborated with police and gendarmerie organizations in various countries on the continent, including their respective ministries, regional organizations/communities, regional peacekeeping training centers, as well as the African Union.
The Pearson Centre is currently supporting Sierra Leone in its contributions to peace operations by focusing on various aspects of the deployment cycle, including pre-deployment training and gender mainstreaming in the management of deployments.
DUTIES AND RESPONSIBILITIES:
The objective of the consultant is to facilitate the review process and revise a Policy on Peacekeeping Operations from a gender perspective.
To achieve this objective, the consultant will work under the direction of the Pearson Centre and will lead a Technical Committee through the review process. This committee will be composed of security organization representatives, as well as ministerial and UN agency representatives. The process will take place in Freetown, Sierra Leone, with the aim to accomplish the following tasks:
· Participate and facilitate a workshop on gender perspectives and policy review organized by the Pearson Centre
· Conduct meetings and interviews with the Technical Working Committee and other relevant stakeholders to collect the information required for the review
· Produce the required deliverables with the input and feedback from relevant stakeholders
· Participate in the formal presentation of the policy and discussion on way forward organized by the Pearson Centre
· Report progress on regular basis to the Pearson Centre and the Planning Group
DURATION AND LOCATION
This consultancy will take place in Freetown, Sierra Leone, over a period of three months between September and December 2012.
QUALIFICATIONS:
· University degree in gender studies, sociology, political sciences, interdisciplinary studies, education, education or other related field. Graduate degree preferred;
· At least 7 years of experience working with security organizations; practical experience in policy development; involved in national and international networks;
· Experience and understanding of gender mainstreaming issues within security organizations, such as the
· police;
· Experience and understanding of the political and security situation in Sierra Leone;
· Willingness to work with security organizations on gender issues, and an understanding of organizational culture of security organizations, such as the police;
· Experience working with committees, with excellent interpersonal and diplomacy skills;
· Proficiency in written and spoken English
