The Delegation of the European Union to Bosnia and Herzegovina has issued a restricted call seeking concept notes at first stage for projects that would help in strengthening the civil society in Bosnia and Herzegovina and assist in promoting human rights and democratic reform in the region. This call for proposals also aims to encourage increased role of civil society in conflict prevention as well as participation in political arena in Bosnia and Herzegovina region, with financial support coming under the European Instrument for Democracy and Human rights (EIDHR) program.
Global Objectives of the Call for Proposals
Contribute to the development and consolidation of democracy and the rule of law, and respect for all human rights and fundamental freedoms, within the framework of the Community’s policy on development cooperation, and economic, financial and technical cooperation with third countries, and consistent with the EU’s foreign policy as a whole.

Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation

Types of activity
- – promotion of the implementation of the adopted laws and regulations
- – advocacy for the revision of the existing legislation and adoption of the new ones in accordance with the EU standards and requirements
- – establishment of dialogue with “political society” (e.g. with political parties, groups of parliamentarians or legislative bodies).
- – monitoring and reporting activities, for example in the context of the accession process, as well as in monitoring of implementation of international commitments and ratified human rights instruments.
- – drafting of policy or legislation recommendations
- – public awareness raising campaigns
- – facilitating contact, consultation and discussion between different stakeholders
- – organisation of conferences, roundtables, workshops and seminars
Note: This is a restricted Call for Proposals. In the first instance, only Concept Notes must be submitted for evaluation. Thereafter, applicants whose Concept Notes have been pre-selected will be invited to submit a Full Application Form. Further to the evaluation of the Full Applications, an eligibility check will be performed for those which are provisionally selected. Last date for submitting the proposals is February 27, 2012.
