Applications are invited by United Nations Children Fund((UNICEF) Kenya from qualified and deserving candidates for the vacancy of Consultancy for WASH (Water, Sanitation and Hygiene) Review. The location of this job may be based in UNICEF Kenya Office. The duration of this consultancy will be 50 days.
Desired Background and Experience
Key skills, technical background and experience required of a team of consultants consisting of 1 WASH sector professional (team leader) and 1 Institutional/System analyst. The required expertise could be provided by an institutional contract or by hiring 2 consultants to work as a team. The WASH expert will be the Team Leader and the System analyst will be expected to have significant knowledge and experience of the relevant organisational systems and institutions in Kenya and the Kenyan WASH sector.
WASH Sector Expert (Team leader)
- Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.
- Additional training in Health Education or Communication for Development (Programme Communication), an asset.
- At least five years of progressively responsible professional work experience in water and sanitation in the UN or other international development organization, national government or the private sector.
- Field work experience an added advantage.
- Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach.
- Experience of sector policy advocacy, strategy development and funding arrangements;
- Experience of WASH sector reviews and evaluations of WASH programmes;
- Experience of risk assessment methodologies;
- Knowledge of the Kenyan water and sanitation sector desirable;
- Knowledge of UNICEF internal procedures and programming an asset;
- Excellent communication, analytical and writing skills, including writing reports, strategies and proposals in English;
- Ability and flexibility to work to short deadlines and prioritise work, with minimal supervision;
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationship both within and outside the organisation;
- Working knowledge of Kiswahili an advantage.
Institutional/System Analyst
- Advanced degree in economics, social sciences, or business/public administration. Certificates on system analysis will be an advantage.
- At least 3 years’ work experience in institution/systems analysis, planning and systems building preferably in developing country setting
- Specific experience in analysis/review of WASH sector, and previous work with UNICEF in a similar capacity will be considered an advantage
- Knowledge of the Kenya WASH sector environment and understanding of the national mechanisms.
- Excellent oral and written communication skills, data analysis background and working
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationship both within and outside the organisation.
Language:
- Fluency in English and Kiswahili required.
