United Nations Children’s Fund (UNICEF) is currently seeking applications from the eligible applicants for the post of Chief of Operations in Budapest, Hungary.
The Chief of Operations works to support the GSSC Director in the management of operational functions of the GSSC.
UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS.
Key Jobs Responsibilities
The Chief of Operations will perform the following functions-
- Effective operations of financial, budget, human resources, information and communication technology, supply and logistics, procurement and administrative management.
- Ensure the effective, equitable and efficient operations of the office’s finance, budget, human resources, information and communication technology, supply and logistics, procurement, IT and administrative systems to support and facilitate the attainment of organizational goals and objectives by meeting changing operational requirements.
- Advise management and assist in establishing new offices.
- As technical/functional specialist, accountable for providing the correct and consistent interpretation and application of organizational policies and procedures in the management of finance, human resources and administrative functions through the provision of technical expertise and operational support to the GSSC.
- Alert and recommend to the Head of Office when deviation from the rules and regulations may be required, and propose alternative solutions to meet office objectives.
- Contribute to global strategic planning and policy changes/formulation on operational matters as and when necessary.
- Implement the effective communication, training, roll-out, monitoring and evaluation of new operational initiatives, guidelines and procedures.
- Provide staff briefing and orientation regarding all of the operational areas.
- Fiduciary integrity/responsibility for funds and assets.
- Safeguard the financial resources entrusted to the office by managing financial assets, financial planning and cash management activities and by recommending improvements to the financial and administrative management systems and procedures.
- Accountable for fiduciary integrity/responsibility for funds and assets taking decision on all operational and financial transactions, disbursement of funds, and administrative arrangements.
- Ensure efficient, cost-effective and transparent utilization of resources through knowledge and technology transfer between offices and consistency of approaches and applications.
- Leadership in strategic planning and policy formulation in the areas of operations.
- Play a substantive role in strategic planning and decision-making within the UNICEF Operations and provide sound professional input to the development, reform and change of financial, IT and administrative policies, systems and procedures.
- Contribute to effective management process by providing technical support to corporate committees (including PBR, RMTs, CMT, JCC, CRC, PSB, etc.)
- Maintain good working relations with government counterparts. Arrange operational facilities and basic cooperation agreements with government authorities (e.g. customs, visas, protocol, and receipt of contributions, security, accommodations, privileges and immunities).
Eligibility Criteria
Applicants must have-
- Advanced university degree or equivalent backgrounds in accounting, business administration, economics, financial management or other relevant field.
- A minimum of ten years of relevant experience, at the national and international levels, in operations management, change management, facilities management, IT, finance, budget, accounting, human resources, audit, office management and/or other directly-related technical fields is required.
- Previous hands on experience and knowledge of ERP Systems (i.e. SAP) are considered an asset.
- Previous hands on experience in a supervisory/managerial capacity are highly desirable.
- Prior work experience with an international organization is highly desirable.
- Previous experience of shared services/business support centre is highly desirable.
- Prior experience and hands-on work experience of UNICEF’s IT programme and management processes is considered an asset.
- Prior hands on experience in field-office locations are desirable.
- Both national and international work experience in management, finance, accounting, ICT, administration, human resources, supply and procurement related fields.
- Fluency in English required.
- Other UN language an asset.
