The United Nations Population Fund (UNFPA) is currently seeking applications from the eligible applicants for the post of Deputy Representative based in Accra, Ghana.
The Deputy Representative heads the policy and oversight unit of the Country and Decentralized Offices and supervises a team of professionals in that unit; inspiring it to translate the regional and country goals into specific solutions and results.

Key Job Responsibilities
The Deputy Representative will perform the following functions-
- Assesses and addresses implications of national trends on UNFPA work in the country.
- Consults with government, civil society and other relevant stakeholders on national priorities.
- Ensures integration of Sexual and Reproductive Health, Gender and Population linkages in related national and development partner coordination mechanisms.
- Provides inputs to the WCARO based on country specificities for the development of the global/regional strategic plans.
- Provides oversight and guidance to the implementation of a strategy for capacity building at the country level, within the context of the regional and global strategy.
- Creates an enabling environment for the implementation of the ICPD agenda.
- Provides technical, material, financial, and political support to strengthen national capacity on thematic programmes.
- Creates/Improves national capacities to monitor, evaluate and learn from capacity development initiatives.
- Advocates for the ICPD agenda with national institutions and other UN agencies represented at the national level.
- Participates in the UN Common Country Assessment and the UN Development Assistance Framework exercises in the country as part of broader UN Reform initiatives.
- Participates in the sector-wide approach (SWAP) activities in the health sector as appropriate.
- Pursues innovative ways to maintain and create new partnerships, dynamic coalitions and active networks.
- Promotes South-South cooperation for the achievement of ICPD goals.
- Manages and guides the implementation of a communications strategy for the country office.
- Participates in the formulation of the annual work plans and monitors their day-to-day implementation through consultations, correspondence and field visits.
- Assists in the formulation and implementation of a resource mobilization strategy for the country, and mobilizes (in coordination with IERD and the WCARO) additional financial resources for the country.
- Establishes and maintain a harmonious working environment; seeks to strengthen team-building by encouraging active participation and interaction at all levels; fosters staff motivation, development and empowerment; and leads by example.
- Coordinates the provision of administrative services with service providers.
- Contributes to and supports the establishment of a CO and DO security strategy and plan in line with UN procedures and requirements.
- Ensures an ethics-based approach to management of all human and financial resources.
Eligibility Criteria
Applicants must have-
- Master’s degree in public health, medicine, sociology, demography, gender, international relations, international development, economics, public administration, management and/or other related field.
- 7 years of increasingly responsible professional experience in the fields of development, sexual and reproductive health, gender and population activities, including programme designing, appraising and management.
- Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities, having demonstrated ability in the area of advancing a communication and advocacy agenda in a related field.
- Proven ability to lead and manage teams to achieve demonstrable results, monitor quality assurance, fund management, and policy guidance, oversight and application.
- Excellent communication skills in speaking and writing in English to foster engaged partnerships at a high level of representation and to maintain political partnerships in the assigned country.
- Field experience and experience in national coordination mechanisms across a variety of sectors, UN reform and joint programming involving multiple donors and partners are strong assets.
- Proficiency in current office software applications.
- Proficiency in Atlas, PeopleSoft, and other computerized applications used by the UN.
- Fluency in oral and written English.
- Working knowledge of French or Spanish, desirable.
