The Oxfam International is currently accepting applications from the eligible individuals for the post of Humanitarian Director. The position will be based in Oxford, UK.
The Humanitarian Director will contribute to Oxfam’s global objectives by providing vision and strategic direction to all of Oxfam’s humanitarian work (including humanitarian preparedness, response and advocacy work; within rights based approach) across countries and regions.
Oxfam helps create lasting solutions to the injustice of poverty using a combination of rights-based sustainable development programs, public education, campaigns, advocacy, and humanitarian assistance in disasters and conflicts.
Key Job Responsibilities
The Humanitarian Director performs the following functions-
- Accountable to the OI Program Director and the Executive Directors’ Humanitarian Committee for the leadership, delivery, effective management and monitoring, evaluation and learning of Oxfam’s overall Humanitarian Agenda against Oxfam’s Strategic Plan (OSP), the 2020 vision and Oxfam internal standards and externally committed Humanitarian Standards.
- Provide a clear direction for the organization on all humanitarian issues and work to strengthen humanitarian impact as a member of Oxfam International.
- Lead the humanitarian function and department. Manage Oxfam Single Humanitarian Unit staff, budget, assets and funding. Build, lead and inspire a senior team that is able to deliver excellent support to regions (as well as) deliver large scale humanitarian programs directly where appropriate.
- Work closely with the OI Program Director, Regional Directors, Country Directors/country humanitarian staff and Southern Oxfam ED’s staff to identify, prepare for and deliver timely, proportionate, effective, impactful “One Program“ humanitarian responses.
- Ensure (with Regional Directors) the development of regional and country humanitarian capacity and appropriate strategies.
- Ensure resource planning matches program ambition. (In articulation with affiliates) responsible for the humanitarian unit’s finances, assets, people resources, and ensuring effective budget management for all departmental work and full compliance with Oxfam financial management and reporting standards.
- Work closely with the relevant affiliates involved in the Humanitarian agenda in a number of different ways to ensure collective ownership of Oxfam’s Humanitarian mandate.
- Contribute to maintaining and further developing the quality framework that Oxfam aspires to adhere to.
- Responsible for anticipating and managing risks that could threaten the organization’s reputation, operational viability and security. Responsible for managing security in line with Oxfam Policy.
Eligibility Criteria
- Applicants must have-
- Track record and field experience, at a senior level, of managing large scale response strategies in a range of humanitarian crises (natural, conflict, slow onset etc.).
- Working knowledge and experience of the humanitarian rights framework, including humanitarian law and protection issues. Good knowledge and experience with gender analysis and partnership relations.
- Experience and knowledge of international humanitarian issues and institutions, sufficient to command the respect of others in the sector and to influence policy decision-making at international levels.
- Proven experience and knowledge handling security in humanitarian response environments.
- Other skills-
- Ability to oversee the development of, and contribute to, high level analysis of factors driving poverty, marginalization and vulnerability in developing country contexts, including the ability to ‘think politically’ by understanding motivations, pressures and challenges faced by colleagues, partners and other actors.
- Able to think strategically, maximize adaptability and agility, encourage forward thinking and new ideas.
- A track record or driving program quality improvements through evidence-based learning. A focus on outcomes and accountability enabling learning and effectively sharing and managing knowledge.
