The Commonwealth of Learning (COL) is currently seeking applications from the eligible applicants for the post of Learning Manager – International Organisations, based in Canada.
The Learning Manager – International Organisations leads the development and delivery of learning programmes for the staff of international organisations.
COL helps governments and institutions to expand the scale, efficiency and quality of learning by using new approaches, appropriate technologies, and open and distance learning (ODL) methodologies.
Key Job Responsibilities
The Learning Manager will perform the following functions-
- Nurture relationships with international organisations seeking learning solutions for customized learning design and delivery.
- Prepare service proposals using a full cost recovery approach, assess opportunities and terms of references requested, identify the benefits, costs, and risks associated with submitting the proposal along with potential consultants and suppliers, and review the efficiency and effectiveness of proposals made in consultation with the Vice President.
- Manage stakeholder expectations on projects awarded including: the negotiation of contracts, preparation of project plans, project schedules and budgets; choosing, contracting and briefing consultants; and implementation of the project.
- Monitor activities and undertake evaluations on activities including: setting of performance indicators; reporting to contracting agencies; delivering outputs in accordance with contract; staying on budget; ensuring a record of lessons learned; reviewing whether the expected benefits (including ‘soft’ and ‘hard’ benefits) have accrued; disseminating knowledge gained through activities, interviews and conferences; reporting on the revenue and cost; and the management of risks throughout the activities.
- Recruit, orientate and mentor a pool of quality consultants for effective delivery; plan budgets and manage costs; participate in results-based management (RBM) planning, implementing and reporting.
- Supervise direct reports, develop annual work plans and conduct performance reviews; identify training and development opportunities for reports.
- Negotiate, prepare and authorise contracts within authorised limits for consultants working on eLearning-International Organisation activities; prepare and review agreements / contracts for approval by the Supervisor.
- Perform other duties related to COL’s programme or activities as required.
Eligibility Criteria
- Applicants must have-
- Postgraduate qualification, or equivalent education and experience, in relevant discipline, such as: Commerce / Business Management, Education, International relations, International development.
- 7-10 years’ work experience with significant exposure to project management, international development agencies and education.
- Proven experience managing teams and securing project participation and collaboration.
- Project Management qualification.
- Knowledge and experience in open and distance learning (ODL), course design and delivery.
