The United Nations Children’s Fund (UNICEF) is currently seeking applications from the eligible applicants for the post of WASH Officer, based in Hargeisa, Somalia.
UNICEF has been working on the ground in 190 countries and territories to promote children’s survival, protection and development.
Key Job Responsibilities
The WASH Officer will perform the following functions-
- Provide technical support in implementation of appropriate sustainable water supply systems, sanitation and hygiene promotion strategies by Government and WASH sector partners in Somaliland.
- Support Government and WASH partners in the development of WASH programme implementation plans, cooperation instruments (PCAs, SSFA, DCT and contracts) including design, specification of equipment, following up on deliverables and funds liquidation.
- Ensure approaches/technologies are appropriate to support immediate and longer-term sustainability of projects.
- Support the districts and ministries in the development of emergency preparedness and response plans and ensure prepositioning of emergency WASH stocks for Somaliland.
- Under guidance of the hygiene and sanitation specialist, support districts & other agencies in successful implementation and scaling up of Community Led Total Sanitation (CLTS) approach to sanitation improvement in Somaliland.
- Support the Government in implementation of the decentralization process and institutional capacity of the regional and district offices.
- Support the WASH Specialist on key issues on water supply, sanitation, hygiene promotion & school WASH for priority setting.
- In coordination with Government & existing partners, design suitable low cost eco-friendly sanitation options for affected population & host populations.
- Provide guidance and support to government in regular field inspection visits to project sites for technical supervision, verification and certification of progress on works.
- Provide capacity development to Government and partners where necessary, and prepare field visit reports.
- Organize rapid project assessments and monitoring mechanisms.
- Conduct periodic assessments on quality, quantity and timeliness of ongoing work.
- Support the Ministry of Health and CLTS advisor in rolling out and scaling up community led total sanitation approach to districts and villages.
- Follow up and support implementation of improved sanitation and hygiene promotion activities in schools and communities.
- Work with communication section to support MoH and implementation partners in effective testing and promotion use of training and visual aids materials, use of media, radio, and theatre or school groups to disseminate hygiene messages.
- Organizing KAP surveys in coordination with MoH, MOE and partners to study the behaviour changes
- Act as focal point person for sanitation and hygiene activities in the section.
- Provide inputs to the WASH weekly, monthly and quarterly and annual reports.
- Provide inputs for proposals, donor reports, and other reports produced by the office.
- Provide support in preparation of situation report at county and state level and update regular basis.
- Provide support in producing WASH sector and cluster reports in Somaliland.
Eligibility Criteria
Applicants must have-
- University degree in civil engineering, hydrology or a related technical field.
- Advanced degree in the technical field of water supply, sanitation or Public health will be an added value.
- Minimum 2 years professional management and implementation experience in the field of water and environmental sanitation.
- Previous experience in emergencies and regular programmes in the water supply, sanitation, hygiene promotion and school WASH areas. Experience in Somalia will be an added advantage.
- Knowledge of the latest developments and technology in low cost sanitation, hygiene promotion and capacity building.
- Ability to work, travel, and live in difficult environment.
- Fluency in writing, reading and speaking English. Knowledge of local language is an advantage.
- Strong negotiation and advocacy skills.
- Computer skills, including various office applications.
