Calouste Gulbenkian Foundation: Inviting Portuguese NGOs for Bilateral Cooperation Initiatives Programme

Calouste Gulbenkian Foundation is seeking applications from Portuguese NGOs for Bilateral Cooperation Initiatives programme that intends to support activities aimed at enhancing relations between Portuguese NGOs and entities of the Donor States (Iceland, Liechtenstein and Norway) with a view to exchanging international experiences, sharing and transferring knowledge and good practices to strengthen the capacity and effectiveness of NGOs in the Portuguese civil society and also to assist promoters in the preparation of projects to be submitted to the Programme.

The bilateral cooperation initiatives are designed to facilitate and support the development of mutually beneficial partnerships and cooperation and its is a tool to improve and introduce innovation and best practices in projects submitted to areas of support.

Funding Information

  • Bilateral cooperation initiatives are limited to a maximum grant of 3 500 euros per proposal, which can be supported at the maximum rate of 100% of the eligible costs.
  • Bilateral cooperation initiatives are limited to a maximum grant of 5 500 euros per proposal, which can be supported at the maximum rate of 90% of the eligible costs.

Eligibility Criteria

  • Each Promoter may receive support to a maximum of two bilateral cooperation initiatives under this call. Proposals under this call shall not be considered for the purpose of the limitation of applications to other types of projects to be supported by the Programme (i.e. referred to in paragraph 1 of Article 11 of the Rules of the Programme);
  • Besides Portuguese NGOs, as defined in Article 7 of the Rules of the Programme, entities from Donor States are also eligible as promoters of bilateral cooperation initiatives when participating in events organised by the Fund Operator;
  • At least one entity from Donor States, International or intergovernmental organisation relevant to achieving the cooperation objectives, must participate as partners in any initiative;
  • Portuguese entities which are not NGOs in the meaning of article 7 of the Rules of the Programme may also participate in bilateral cooperation initiatives as eligible partners.
  • Eligible activities can be short-term actions aiming at searching for project partners prior or during preparation of a project application, at developing such partnerships and at preparing applications for donor partnership projects,
  • Eligible activities can be short-term actions such as the organization or participation in conferences, seminars, workshops and training courses aimed at networking, exchanging and transfer of knowledge, technology, experience and best practices between entities based in Portugal and entities in the Donor States, international and intergovernmental organisations.

CDC: Polio Eradication and Emergency Response in Afghanistan and Pakistan

The Centers for Disease Control and Prevention (CDC) is seeking applications from eligible entities to fund a program entitled “Polio Eradication and Emergency Response in Priority Countries” with an aim to support the government of Afghanistan and Pakistan to achieve polio eradication in 2016 and provide for post-eradication sustaining efforts.

The program has established a presidential task force and activated an Emergency Operation Center to implement and monitor activities. Multiple partners are working with the Emergency Operation Center (EOC) including Rotary International, WHO, UNICEF, Bill and Melinda Gates Foundation, USAID and others.

Strategies

  • Support polio campaign activities in security compromised and inaccessible areas of Afghanistan and Pakistan.
  • Improve training and supervision of polio eradication initiative (PEI) activities in Priority 1 and 2 low-performing districts (LPDs) in Afghanistan
  • IPV catch-up vaccination of children < 5 years of age in low-performing districts of Afghanistan.

Expected Outcomes

  • Increased access to children with polio vaccine in the insecure and inaccessible areas of Afghanistan and Pakistan.
  • Improved quality of polio campaigns in Priority 1 and 2 low-performing districts.
  • Improved Inactivated Polio Vaccine (IPV) coverage among children < 5 years of age in Afghanistan.

Funding Information:  Subject to the availability of funds, the estimated total funding is$2,000,000

Eligibility Criteria

Eligible applicant must have demonstrated experience and collaboration in the following areas:

  • Collaboration in public health programs with priority country national governments
  • Collaboration with multiple polio eradication partners including BMGF, USAID, WHO, UNICEF, Rotary and others
  • Collaboration with movement partners ICRC and ARCS who will negotiate for safe access in insecure areas
  • Demonstrated accomplishments in designing and implementing public health action and programs in complex settings
  • Demonstrated capacity to mobilize sufficient culturally competent personnel to achieve outcomes
  • Ability to manage grants and contracts

DHHS/ACF: Supporting Community-Based Child Abuse Prevention Programs

The Administration for Children and Families (ACF), agency of Department of Health and Human Services (DHHS) is seeking applications from eligible entities with an aim to support community-based efforts to develop, operate, expand, enhance and coordinate initiatives, programs and activities in tribal and migrant communities to prevent child abuse and to strengthen and support families to reduce the likelihood of child abuse and neglect, consistent with the goals outlined by Title II of the Child Abuse Prevention and Treatment Act (CAPTA).

This legislation specifies that one percent of the available funding from Title II will be reserved to fund tribes, tribal organizations and migrant programs. The goal of the programs and activities supported by these funds is to prevent child abuse or neglect within the tribal and migrant populations.

Organizations should foster strong linkages with the State Lead Agency for the Community-Based Child Abuse Prevention Programs (CBCAP) funded by Title II of CAPTA.

  • It is anticipated that three grants will be funded under this announcement. The funding period will be for 5 years.

USDA/NIFA: Inviting Applicants for Food Safety Outreach Competitive Grants Program

The National Institute of Food and Agriculture (NIFA), an agency of U.S. Department of Agriculture (USDA) is inviting applicants for Food Safety Outreach Competitive Grants Program to support projects that encourage those from local communities, community based- and non-governmental organizations, universities, extension and state and federal agencies to develop and implement food safety outreach programs that facilitate the integration of Food Safety Modernization Act (FSMA) food safety guidelines into a variety of agricultural production and processing systems, including conventional, sustainable, and organic systems, among others.

Project Categories

  • Pilot Projects will support the development and implementation of new and potentially high risk, high-impact food safety education and outreach programs in local communities that address the needs of small, specialized audiences from among the various target groups.
  • Community Outreach Projects will support the growth and expansion of already-existing food safety education and outreach programs that are currently offered in local communities.
  • Multistate Education and Training Projects will support the development and implementation of multi-county, state-wide, or multi-state food safety education and outreach programs where there are common food safety concerns, but the counties and states are not necessarily located within the same regions.

Funding Information

The anticipated amount available for NIFA support of this grant in FY 2016 is approximately $4.7 million.

  • Pilot Projects (awards not to exceed $50,000);

  • Multistate Education and Training Project (awards not to exceed $400,000)

Eligibility Criteria

Applications may only be submitted by:

  • The Cooperative Extension Service for a U.S. state or territory;
  • Non-government organizations and/or community based organizations representing owners and operators of farms, small food processors, or small fruit and vegetable merchant wholesalers that has a commitment to public health and expertise in administering programs that contribute to food safety;
  • Federal, State, local, or tribal agencies;
  • An institution of higher education (as defined in Section 101(a) of the Higher Education Act of 1965 (20 U.S.C. 1001(a)) or a foundation maintained by an institution of higher education;
  • A collaboration of two or more eligible entities.

ViiV Healthcare Small Grants Program: Positive Action for MSM and Transgender

ViiV Healthcare is seeking applications from organisations for its “Positive Actions for MSM & Transgender” Small Grants programme which is a new global initiative designed to support and inform the global effort to alleviate the impact of HIV and AIDS among MSM (men who have sex with men) and transgender populations around the world and to enable MSM and transgender individuals to safely seek culturally competent HIV care and services.

The program focuses on vulnerable communities and the stigma and discrimination they face on a daily basis due to sexual orientation, gender identity/expression and/or HIV status and will continue to support MSM/T communities as they strengthen their capacity to lead, participate in policy-making and advocate addressing the health disparities and health service access issues keeping MSM/T individuals from lifesaving prevention and treatment.

Objectives

  • Reduce the level and impact of stigma experienced by MSM/T individuals
  • Increase access to health related services through community-based collaborations with local governments and health care enablers
  • Strengthen the capacity of community-based organizations that engage MSM/T communities in reducing HIV

Grant Information

In 2016 ViiV Healthcare will provide a series of small grants covering a two year period with funding amounts up to £25,000/year within two funding tracks;

  • Applications for MSM community-led projects that are limited to applications of 50,000 over two years
  • Applications for Transgender community-led projects that are limited to applications of £50,000 over two years.

The U. S. Agency for International Development (USAID) Office of Food for Peace (FFP) is seeking applications from U.S. and non-U.S. nonprofit organizations for funding for program entitled “Development Food Assistance Projects” for Democratic Republic of Congo, Ethiopia and Liberia.

Through FFP, USAID supports multi-year development food assistance projects to reduce hunger and extreme poverty in vulnerable populations by addressing the underlying causes of chronic food insecurity.  It also provides emergency food assistance to address needs arising from natural disasters and complex emergencies often characterized by insecurity and population displacement.

Objectives

  • To improve food access and incomes through agriculture and other livelihoods initiatives;
  • Enhance natural resource and environment management;
  • Combat under nutrition, especially for children under two and pregnant and lactating women;
  • Mitigate disaster impact through early warning and community preparedness activities.

Eligibility Criteria

  • To be considered for an award, the applicant must be a private voluntary organization (PVO) or cooperative that is, to the extent practicable, registered with the USAID Administrator, or an intergovernmental organization, such as the World Food Program.
  • This includes U.S. and non U.S. nongovernmental organizations (NGO) as defined in Section 402 of the Food for Peace Act and as described on the USAID website under PVO Registration.
  • In the case of a consortium, the applicant must be the consortium lead and must identify any other members of the consortium or individuals tied to the implementation of the project as described in the application, along with all sub-awardees.
  • The respective roles of any other members of the consortium or individuals, including all sub-awardees, must be described and separate budgets must be attached for each.

Public Affairs Section: Afghanistan-Pakistan Partnership Summit

The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is seeking proposals from eligible organisations for Afghanistan-Pakistan Partnership Summit to support at least 18 and up to 30 participants, approximately 15 from Afghanistan and 15 from Pakistan, with equal representation from the two countries, who will discuss areas of future cooperation between the two countries in specific sectors of interest.

Goals

  • Promote regional integration by facilitating a dialogue on cooperation in sectors key to the Afghanistan-Pakistan relationship;
  • Promote economic and professional linkages between Afghanistan and Pakistan in support of economic growth and civil society participation;
  • Develop an action plan or road map which outlines paths to increased cooperation in key sectors

Proposal Priorities

Proposals should also describe:

  • The applicant’s proposed schedule and agenda for the program, including how activities under the three pillars might overlap or be conducted separately;
  • The applicant’s previous experience conducting short-term study or training tours in theS. or the region for foreign professionals;
  • Any personnel or partner organizations that will play a role in conducting training exercises or seminars, along with the qualifications of those personnel or organizations.

Funding Information: The award floor for the base period and each option year is set at $150,000. The award ceiling is set at $225,000 for the base year and for each of the two option years

Eligibility Criteria

  • Eligibility is open to all non-profit, non-governmental organizations. Organizations may subcontract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award.
  • When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
  • Applicants must submit proof of their non-profit status with their proposal submission (e.g. proof of 501(c)(3) status, Afghan NGO license).
  • Applications that do not include proof of non-profit status will not be considered.
  • Individuals are not eligible.

DOL/ETA: Seeking Applications for Pathways to Justice Careers Program for Youth

The Employment and Training Administration (ETA), U.S. Department of Labor (DOL) is seeking applications from eligible entities for the Pathways to Justice Careers (PJC) program designed to support access and entry into career pathways for at-risk and court-involved youth ages 16-21.

The PJC grants will use a career pathways model adapted for in-school youth to ensure that participants are encouraged to graduate from high school or earn a high school equivalency degree and to either enter the workforce or pursue further training or post-secondary education pertinent to each participant’s chosen career in justice or emergency services.

Program Support

This program supports at-risk and court-involved youth that are still in school by providing:

  • Exposure to the world of work in the career fields of justice and emergency services,
  • Mentoring to encourage participants to complete a high school diploma or equivalency, and
  • Supportive services that engage participants and deter them from engaging or reengaging with the criminal justice system.

Funding Information: Approximately $5,000,000 is expected to be available to fund approximately 5 grants.

Eligibility Criteria

  • Eligible Applicants
    • Units of state, local or tribal government,
    • Community- or faith-based organizations with 501(c)(3) non-profit status, including women’s and minority organizations
    • Any Indian and Native American entities eligible for grants under Section 166 of WIOA.
    • Applicants may include current or former DOL grantees;
    • New applicants that have not received previous DOL grants are also encouraged to apply.
    • Applicants must identify in their application the target area that will be served by the project.
    • Applicants must justify the number of participants they propose to serve.
    • Applicants are encouraged to locate their projects high-poverty, high-crime communities.
  • Eligible Participants
    • be between the ages of 16 to 21 years old on the date of enrollment;
    • be enrolled in public or alternative secondary school at time of enrollment and have the potential to graduate within 2 years; and
    • be a low-income individual, per WIOA sec. 3(36).
    • the individual must be either a court-involved youth, or an at-risk youth, or both; that is, the individual must either have already come in contact with the juvenile or adult justice system, which includes those that have been diverted from the juvenile justice system prior to arrest (pre-arrest diversion) or be at risk of becoming involved in the juvenile or adult justice system.

The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications from qualified Non-Governmental Organizations (NGOs), Educational Institutions and other qualified organizations to implement a program entitled “Justice Sector Support Project (JSSP)” with an aim to improve the transparency, efficiency and effectiveness of Peru’s criminal justice system while improving access to justice.

Project Objectives

  • Support an effective transition to the accusatorial criminal justice system.
  • Support the judiciary’s efforts to implement the flagrancy procedure included in Peru’s criminal code.
  • Support the judiciary’s efforts to improve access to justice for underserved populations.
  • Support efforts by Peruvian institution to adapt a rehabilitative approach to juvenile justice.

Project Activities

  • Support an effective transition to the accusatorial criminal justice system
  • Support the judiciary’s efforts to implement the flagrancy procedure included in Peru’s criminal code
  • Support the judiciary’s efforts to improve access to justice for underserved populations that historically face obstacles in accessing justice, such as, but not limited to, indigenous populations, LGBT populations, and persons living in poverty.
  • Support efforts by Peruvian criminal justice institutions to adapt a rehabilitative approach to juvenile justice.

Funding Information: The anticipated total federal funding amount is not to exceed $ 1,000,000.

Eligibility Criteria

  • U.S. non-profit organization or a U.S. private/state educational institution meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) and can demonstrate current country registration in Peru.
  • Applicants in the process of registration must submit proof that they are seeking non-profit status from the Internal Revenue Service at the time of proposal submission.
  • Should the applicant be selected for an award, funding will be contingent upon 501(c)(3) status;
  • Local, in-country, non-profit organization, educational institution, or private institutions that can demonstrate current country registration in Peru, competent programmatic ability, and ability to meet INL reporting requirements;
  • Must have demonstrated experience implementing similar education or capacity building programs, preferably in Peru and the region. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
  • Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
  • Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
  • Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
  • Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
