Deadline: 18 January 2016

The International Initiative for Impact Evaluation (3ie) requests research organisations or consortia to submit expressions of interest (EOI) for undertaking one or more impact evaluations under 3ie’s new Development Priorities Window (DPW).

The window is aimed at promoting rigorous and policy-relevant impact evaluations in a variety of development sectors where high-quality evidence is scarce. In this first call (DPW1), 3ie invites applications for support to produce rigorous and policy-relevant impact evaluations of programmes or policies in any of these four sectors: environment, governance, infrastructure or public finance to achieve relevant sustainable development goals (SDGs).1 Proposed impact evaluations must be of interventions undertaken in a low- or middle-income country as classified by the World Bank.

Focus Areas

  • Environment
  • Governance
  • Infrastructure
  • Public finance

Grants available

3ie aims to make approximately 18 awards of up to a total value of US$7.5 million through the window.

Eligibility criteria

  • EOIs must evaluate programmes or policies in at least one of the four DPW1 sectors. Multicountry applications are eligible, so long as all countries are low- or middle-income countries.
  • Only legally registered organisations and consortia of registered organisations, not individuals, may apply. Each proposal must be submitted by a single organisation that may include other organisations or team members as sub-grantees or sub-contractors (subject to 3ie’s direct and indirect cost policies).
  • For-profit organisations are eligible to apply, but are restricted to the same indirect cost limits as non-profit organisations and may not charge a fee.
  • The applicant organisation must be able to sign the 3ie grant agreement.
  • Organisations may submit more than one EOI and may be included on more than one EOI. They should, however, have the capacity to implement any and all grants awarded to them under the window.
  • Researchers may be included in multiple applications, but must indicate in writing that they are available and able to carry out fully all of the stated time commitments concurrently in the case of multiple awards.
  • Evaluation teams should include nationals of the country in which the study is being implemented. National researchers must be resident in that country and working for an organisation that is registered in that country. They must be engaged in substantive tasks for the study during design, analysis, writing, stakeholder engagement and research communication for evidence uptake and use.

How to Apply

All submissions must be made using 3ie’s online Grant Management System. Submissions are requested in two phases:

  • Phase one: submission of an expression of interest.
  • Phase two: submission of the full proposal.

  • Human Rights, Access to Justice and the Rule of Law
  • Democracy and Governance
  • Social and Economic Justice
  • Natural Resources Governance
  • Youth Arts and Culture

OSISA recognizes that there are some emerging and other leading civil society groups and formations such as community-based organizations and social movements operating in our region, which are not formally registered entities. It is willing to consider concept proposals from such unregistered and informal groups and formations that, if approved, may then be further developed into fully-fledged grant proposals for consideration.

Deadline: 17 January 2016

The Open Society Initiative for Southern Africa is seeking applications for its Marginalisation and Inequality Course that will provide a policy lens on social exclusion and marginalisation, by laying out a theoretical framework for understanding the process by which certain groups are systematically disadvantaged.

The course will be held from the 7 – 18 March 2016 in Johannesburg. Participants must arrive on the 6 March 2016 and cannot leave before the course ends on the 18th at 17h00 pm.

As discrimination occurs in public institutions, such as the legal system or education and health services, as well as social institutions like the household, the course will focus on the ways in which these institutions either challenge or deepen social exclusion.

The course will use a number of innovative mechanisms to facilitate this discussion, to equip policy-makers and those who work to influence policy outcomes and social programmes, with the skills to better identify the drivers of social exclusion, and the mechanisms for addressing it.  Particular emphasis will be on:

  • A human rights framework for protecting the rights of marginalised people and
  • Policies and programmes that seek to address the long-term and systemic challenges that marginalised groups face.

Objectives

  • Provide a set of skills to improve the capacity of participants to make better policy choices (whether they are in the state or advocating for change);
  • Create a cohort of activists who are conversant with the rights-based approach to inequalities, marginalisation and exclusion.

Eligible Countries: Angola, Botswana, DRC, Lesotho, Malawi, Mozambique, Namibia, Swaziland, Zambia or Zimbabwe.

Eligibility Criteria

Prospective participants are expected to meet the following criteria:

  • Possess an undergraduate degree;
  • At least five years work experience in a civil society or public sector institution;
  • Currently be employed in an area where public policy advocacy is important;
  • Work at middle management, executive or leadership level;
  • English proficiency (as the course will be delivered in English);
  • Be a national from any of the ten countries mentioned above in which OSISA is active.
